
The Devolution Conference 2025 will take place from 12th – 15th August 2025 at Homa Bay National School, Homa Bay County, under the theme “For the People, For Prosperity: Devolution as a Catalyst for Equity, Inclusion and Social Justice.”
This year’s gathering brings together leaders, policymakers, development partners, civil society, private sector actors, and citizens to reflect on the progress of devolution and chart a way forward in addressing inequality, promoting inclusive governance, and accelerating local development.
The conference will feature three thematic days:

Day 1: Good Governance – Strengthening transparency, accountability, and citizen participation in county governance.

Day 2: Human Rights and Social Justice – Advancing socio-economic, cultural, and political rights while safeguarding inclusivity and diversity.

Day 3: Financing Equity and Inclusion – Exploring strategies for fair resource allocation, expanding access to finance, and supporting marginalized groups.
Beyond plenary sessions and side events, delegates will engage in exhibitions, networking forums, and cultural experiences showcasing Homa Bay’s sights, sounds, and innovations. The event will culminate in the adoption of a joint communiqué outlining practical policy, legislative, and institutional measures to advance devolution as a tool for equity and prosperity.
