Safeguarding Operations And Financial Sustainability Of Water Service Providers (WSPs) During COVID 19 Pandemic Emergency

Context and Justification

COVID-19 is a respiratory disease caused by the Corona SARS virus. The disease is spread by inhaling droplets from a contaminated person. The first positive case of COVId-19 was pronounced on 13th March 2020. Only three months later, a total of 1962 positive cases of Covid-19 (1286 male and 676 female), and 64 deaths were recorded across 34 Counties (Kenya COVID-19 SITREP 75 of 31 May 2020, MOH).

Methods for preventing the spread of COVID-19 include hand washing with clean soap, use of hand sanitizers, social distancing and wearing of face masks in public spaces. Unfortunately, in Kenya the COVID-19 pandemic has also coincided with flooding in most parts of the country and rise in lake levels in the lake basins, which has destroyed water infrastructure for most utilities and hampered water distribution to displaced households.

Purpose of the COP

The purpose of this Community of Practice therefore is to collate experiences, ideas and approaches adopted by WSPs in maintaining uninterrupted operations and water supply to consumers, in sustaining cash-flow and overall performance levels in view of the challenges emerging from COVID-19 emergency.

Specific Objectives

The objectives of the COP are to:

  1. Establish approaches adopted by WSPs in maintaining continuous operations and equitable and inclusive service provision to customers during COVID-19 pandemic.
  2. Establish WSP approaches for maintaining cash-flow and safeguarding financial inclusion and sustainability measures in view of the challenges imposed by COVID-19 pandemic.
  3. Explore opportunities for enhancing capacity of WSP to sustainably provide services to all especially during emergencies.
  4. Share lessons, experiences and ideas for improving future preparedness and response.

Expected outcome

  1. Diversity of WSPs approaches for maintaining continuous operations and service to all customers in view of the COVID-19 guidelines for WSPs as provided by National government.
  2. WSP approaches for maintaining cash-flow and safeguarding financial sustainability measures in view of the challenges imposed by COVID-19 pandemic.
  3. Lessons, experiences and strategies for improving WSP equitable and inclusive services, operations and financial stability during COVID-19 pandemic.
  4. Policy and Legislative including water governance recommendations for maintaining WSP operations, safeguarding WSP financial sustainability and mitigating risks in future emergencies.
